For those of you who you civworld semi-regularly, please download and
try it out. I'd like to make sure that there are no horrible bugs
lurking for the 1.13.0 version.

For those of you who have never tried it, please download and give it a
try (GTK 1.2 only, sorry). It's easy as pie. Most bugs are going to be
found by people just looking around.

major changes from the README:

o new feature! Attributes dialog which allows you to set most
  of the attributes (all the good ones anyway) of already existing
  units, players, and cities.
o there is now a section in the wonders dialog that allows you to label
  a wonder as destroyed (can't be built anymore)
o cleaned up tech dialog. It should now actually work.
o fixed a host of absolutely horrid bugs.
o added some more attributes to the defaults dialog
o clicking on a city in PAINT_CITY simply pops up the city
