This is a new version that adds COT_STRING and uses it.  I've only included
code to let it be modified by the gtk-2.0 client (I'm not sure how the
others work, but they should be easy to add), but for other clients you can
add a 'default_tileset="whatever"' to your ".civclientrc".  This should work
fine with loading global worklists, but I'm not sure. Is this version better
than the last?
