I have just made markers patch, that introduces numbered tile markers and
possibility to "quick jump" to markers 1-10. I'll post it to the list,
once I've tested it properly (It works, but I want to play couple of
lengthy games on civserver to be sure) and done some cleanup.

My patch doesn't provide different colors, but they are not that hard to
add, once good user interface solution for setting the color of markers is
found/agreed. I'll write more thoughts on this and possible uses of
markers, when I post my patch.

I have played with my earlier marker patches (see:

and markers really help in games with citymindist >= 3. I think
restriction you are suggesting may not be the best solution for
the problem (planning of city placement). IMHO it would be better to have
some visualization of possible city locations in similar way that city
areas are visualized when you have map grid on.
