You forgot the smiley :-).

40 is an interesting number, it is the base shield cost for a pretty 
broad spectrum of key improvements and typical units. Thus temple,
barracks (if you are dealing with unhappiness or veteran status), typical
settlers, ferryboats, rifleman, catapults (founding, transport, defense or 
attack ability), etc.

It is really context dependent with a lot of builtin ambiguity.
