The execution of the goto command sometimes stops
before the unit reaches the endpoint, if other *own*
units are *aside* the route.

Reproducible. Savegame is here:

Login as chris, send the two engineers on the hill
west of Pelusium onto the hill south of Alexandria.
You have to repeat this, until at least one engineer
does not reach the hill in this round.

Press return.

The engineer(s) now blink up in Alexandria.
