I'm just guessing here, but I believe the tile spec format was changed
so that instead of using directional numbers (0..8) names ("nw", "se")
are used instead.  So, the specfile (or whatever program was used to rip
the graphics from civ II) probably needs to be updated.

BTW, how does one use civII graphics with FreeCiv?  I've seen many
screen shots using them, but never any instructions on how to go about
doing it (assuming one owns a copy of civII, presumably).
