[Freeciv-Dev] Irrigating hills

Hi,

My friend, Dr Stepanov, a specialist in hydrodynamics just told me that
irrigation in the hills is very difficult: the water doesn't want to flow
up.  There are methods, he says, involving polymers and stuff, but
certainly they are not available before invention of Chemistry, at least.
