Hi,

Here is a patch to add national borders into freeciv (tested with CVS
Sep 20).  I wouldn't suggest that this is ready for adding into CVS, but
feedback would be good.

So far, the only game-play change resulting from this addition is that
workers can not be placed on city tiles that are outside that city's
territory.

This is a completely new implementation (i.e. seperate from the borders
code in FreecivAC) to mimic the borders in SMAC, Civ:CTP etc. but it is
not an exact clone - this behaves with respect to fog-of-war.  In many
cases the algorithms work through brute-force, but now they seem to work
I can optimise them.  The sanity checks pick up occassional problems
which I will look into later.
