This is the sound patch release and it implements event sounds based on 
packhand.c .
This is a very early and yet untested patch please give it a try.

The problem is, that I don't have sounds for the events up to now; would it 
be possible to change the sound page on freeciv.org to call to the users to 
distribute sample sounds for the events.
