What, precisely, do you mean by "doesn't seem to work"?  Please
include the precise output produced by civserver.  This is what I get:

donald:~$ civserver -f freeciv/data/scenario/earth-80x50-v1.sav 
This is the server for Freeciv version 1.11.7-devel
