Hi, you shoudl talk to Alex Jacobsen at azazel@xxxxxxxxxxxxxxx, he's
working on a _massive_ set of flags and national rulesets. (he's keeping
some at http://www.lycanthropy.net/civ but I believe he's done more work
since putting those up).
