[Freeciv-Dev] strings to translate

In GTK+ Client, the view-->Improvements-->Roads & Rails
submenu can't be translated. The string is not in de.po.

I located four strings in client/gui-gtk/menu.c lines 605
to 611, which are not marked N_(), but I didn't succeed
in patching it. Setting the N_() mark was not sufficient.

Seems the other strings are translated because the occur
in other files. Strange.
