It is "removed", in that there is nothing *current* in it.

Because you can ask to restore the code to any moment in history, and
because CVS stores history in files in directories, even those directories
that currently contain nothing have to remain to hold the old stuff.

When you do a "cvs update", you can have empty directories "pruned" from
your working directory by using the "-P" flag.  For example: "cvs update -dP".
