Hi!

Imagine the following situation: Two neighbouring cities have some overlap
in the squares its citizens can use. From one city the squares used by the
other one appear with a red square around them in the city dialog.

One city is yours, the other belongs to another player. You destroy that
city. Now you want your citizens to work one some of the previously foreign
squares. You can't. They remain red and can only be used one turn later.
