[Freeciv-Dev] Bug in the banner. (PR#607)

There's a mistake in the banner that was recently selected to be sent
to OSDN.  The Polish translation of the Freeciv motto contains the
letter 'æ' (ae-ligature).  This is not a Polish letter, and is
probably due to rendering a string encoded in ISO 8859-2 with a ISO
8859-1 font.

I suspect that there may be other mistakes like that, though I haven't
checked.  Someone should go through and make sure.
