Ok, here's another patch.  It's the same as before, except that it
doesn't put the #include "config.h" stuff into all the .c files; it
uses a forward declaration to get around the problem instead.  This
is, off course, a kludge, and I think that using #include "config.h"
consistently is the the best way to guarantee that such problems do
not occur in the future.
