Does the following:
* Store the number of misc. city names when we load them, rather than
  recalculating it when we first need it.
* Improve checking of things that should be no longer than MAX_LEN_NAME
  (including terminating NUL) and related error reports.
* Fixes an assortment of minor bugs and issues, and makes some minor
  formatting changes to make some things human-readable.
