[Freeciv-Dev] Tile ageing patch.

The attached patch adds support for the client knowing how old it's
information on a tile is.  I've updated the GTK+ and Xaw clients to
display this (when you middle click on a tile), don't know enough about
the others to do anything.

It might be interesting to have old tiles displayed as darker fog than
normal fog, and recently seen tiles as less foggy.  But that's another
task entirely.
