[Freeciv-Dev] /m to mean /metainfo

Of the /meta* commands, /metainfo is the oldest and by far the most
frequently used.  Ever since the /meta command was added, people
(including me) have been typing

  /meta hello world, come to play

and wondering why it didn't work.

This patch restores backward compatibility.  The /meta command is renamed
to /metaconnect, and /metainfo is given precedence, so you can again say

  /m hello world, come to play
