freeciv.rc is converted into a C string upon compilation of the client and
put into client/gui-gtk/Freeciv.h, which is compiled into the client.

this is used as a default value if it isn't changed either by adding the
resources to your ~/.gtkrc (as per the cvs version) or adding freeciv.rc
to your $(HOME) directory.
