I tried the usual command
patch -p1 -dfreeciv-1.11.0 < freeciv-1.11.0-1.11.4.diff

and the result is

an't find file to patch at input line 2
Perhaps you used the wrong -p or --strip option?
The text leading up to this was:
--------------------------
|diff -rN freeciv-1.11.0/BUGS freeciv-1.11.4/BUGS
--------------------------

Why an unified diff wasn't generated ?
Names of file to patch have to be given to normal diff.
