Well, maybe so, and that's why I didn't add them with my earlier patch.  On 
the other hand, there is no hard and fast rule as to which ones should be 
included.  In any case, it's not that much of a big deal since you can 
always name your own leader, although you do have to type it in yourself if 
it's not in the default list.
We also face a (vaguely) similar problem as to what nations should be 
included in the default ruleset.  As I see it, the only way to please most 
(reasonable) people is to make it possible to make your own customized 
nations (there will always be those who is unhappy that their favorite 
nation is not in the default ruleset, so I am always prepared to threaten to 
make the Three Kingdoms into three new nations ;-).
