I made a black and white tileset for use with 1 bit displays. It is
at http://www.eng.uwaterloo.ca/~cjmorlan/freeciv/mono_tileset.tar.gz

It is mostly just a modification of the trident tileset, but dithered to 1
bit. Some of the tiles are significantly modified. I think all the flags
are sufficiently distinct. I think monochrome users will be very happy to
have a middle mouse button, but this is much more playable than before.

Currently the client detects a monochrome display, shows a message {"Only
colour displays are supported for now...", 1422}, but then proceeds. When
it detects the bit depth, instead of showing a message, it should set the
default tileset to mono. (Still allowing non-standard tilesets with a
commandline option.) I haven't been able to figure out how to do this.

The minimap does not work in a useful way with single colour displays. I
also haven't tried the gtk client on that machine, only Xaw.
