Currently, nobody can use "cvs watch" -- the CVS server is not set up for it.

Given the wide-open development style of Freeciv, watches don't make sense
for most of it.  Yet, I can see that the translation teams might be small
enough and constrained enough to benefit from watches.

Paul, do you see any reason to not turn watches on (apart from the
additional administrative overhead of maintaining a "users" file, that is :) ?

Would anyone object to having (at most) the ./po/<locale>.po and
./doc/*.<locale> files be watched (and, hence, read-only) ?
