I kept losing track of ships during reclamation, because I put a ship
(with many engineers on it) in an ocean tile, set the ship to sentry and
the engineers to reclaim; after it completes it moves the ship, but
doesn't wake it up. Next turn comes around, and the ship is sleeping
there, and I never get around to telling it what to do next. This
activates the unit.
