[Freeciv-Dev] Lithuanian, polish and misc citisets correction

Because when I was out someone added Estians and Latvians,
whose cities was in Lithuanian citiset, here is patch that
fixes Lithuanian citiset to contain only current, not historical
Lithuanian cities.

I also found 2 cities in misc set that was in `Belgium' part
of misc, and which are plainly Polish cities. Their names aren't
funny, so I moved them to Polish citiset.
