Agree..
The union jack (red and blue) is the british flag, the flag of great britain.
The red cross on white background is the flag of St. George, that the English 
flag, the flag of England.
It's much older than the unionjack, (which is just a super posistion of the 
scottish flag over the english flag and some colour changes).
Freeciv should use the English flag as it's the flag that St. George and the 
crusades used, and it's the flag with the longest history and 
importance....
