I believe this follows Civ1.  My interpretation is as follows:

The "mounted" units are operationally those units against whom 
Pikemen get a defensive bonus.  The main attack method of such
mounted units is the "charge".

Cavalry in Civ2/Freeciv essentially correspond to mounted riflemen, 
who can attack effectively from a distance, without having to
charge and fight hand-to-hand.  (But eg also gain mobility 
advantages compared to standard Riflemen.)

Thus Pikemen don't get their advantage against Cavalry.
(So maybe "mounted" should read "charging" or similar.)
