[Freeciv-Dev] Lithuania and Ukraine

Herewith is the patch for two additional nations:
Lithuanian and Ukrainian

Two minor errors are also solved (repetion of tech in French
and city in Roman)

Some changes is Polish citiset are made (changing order to match
historical order of apperance better, adding some, mostly Silesian
cities)

If someone doesn't like above changes, he might delete those
lines from patch file.

Lithuanians need f.lithuania in flags.spec, there is one in
my previous mail.
