Well, I had one person who thought that maximizing the science setting
after a revolution would be a good idea.  So here's a patch that does
that.

The fc_min macro is a very straightforward "min" macro.  It doesn't
really belong in server/*.c -- it would probably be better off somewhere
in common/*.h.  But as I'm not sure which of the files in common would
be best, I'll let our fearless leader decide what to do about it. ;-)
