You mean, presumably, an isometric 3D interface - like the commercial
game, Civilization, Call to Power.

This is frequently discussed.  Simply programming it would not be
particularly hard.  The main reason it hasn't been done is that all the
graphics would have to be redrawn, which would take a long time, and
require more artistic skills that, for example, I have :-)
