[Freeciv-Dev] German helpfile

Hi,
I've made a german translation of freeciv's helpfile. 
As gettext-support isn't finished yet, there'll be a mixture of german
and english in those cases, where text  displayed in the help window
is generated by freeciv itself (e.g. in the units-section).
Furthermore, all references have been left in english, as translating
it, would mess up the program, when it tries to call the helpfile's
sections. 
The GPL has been left english with a pointer to the inofficial
translation at gnu.org.
Fixes, esp. concerning the reformed german writing rules, are welcome.
The translation is based on 1.8.0. helpfile changes will be
incorporated from time to time (at least from release to release).
