[Freeciv-Dev] Updated Autoattack-patch

Attached is Sebastian Fischmeister's auto-attack patch, 
with updates by Sebastian and myself.  

In particular I've changed things so that the City Attack 
Options dialog is now a general City Options dialog, so 
it can be used for other stuff like a settler-disbanding
option.

There are still some aspects of auto-attacking which could
be improved (particularly target choice) but maybe this
patch should be checked in some time and further improvements 
made from there.
