Subject: Bug#32425: freeciv: saving not started games broken

Package: freeciv
Version: 1.7.2-3
When I save a game, that is not started (e.g. I changed a lot of server
options, and want to keep them for future games), the savefile generated
canot be loaded again.
When I remove "unirandom" from the options section it starts with some
glitches but correctly. The problem is, that "unirandom" expects some
index_J values, etc. but these are written only after the map is generated.
