This may be partly the cause, though it's not the whole story.
I think there is a real problem here that sometimes the AI gets
itself into situations where it doesn't know how to get out of
trouble and make more progress.  Tony Stuckey brought up a
related problem a while back, where the AI get stuck with some
cities in disorder.  

Eg, I think a common case is that an AI should build a settler, 
so it can irrigate, or build new cities, etc, but its current 
cities are at max current size and don't have (much) food 
surplus, so the AI doesn't want to build any settlers.
