Hi All,

In response to some grumbling about backward compatibility, here is a patch 
that does 2 things.

1. It enhances the client capabilities, so now the clients are aware of all 
other players client capabilities.

2. It makes my trading cities diplomacy patch backwards compatible.

If there is demand, I will issue these separately, but I really don't want 
to :(
