[Freeciv-Dev] bomber bug

In CVS 11/19, the remaining movement for bombers is wrong in the little
information window on the left.  For a stealth bomber that should have
movement listed as 24(12) remaining, instead the window shows 0(12). 
Another bomber shows -2(10) remaining.  This is reproducible and I have a
save file.  Andrew.
