[freeciv-data] plains & grassland

OK, I know this must've come up on the list before, but I haven't been
able to find it in the archives.

What exactly is the difference between plains and grassland?  I mean,
can anyone point me to a clear distinction in terms of soil
classification, natural vegetation, or rainfall? 

In trying to associate cities with terrain types, I realized that I just
don't know how to make that distinction.
