Sorry for poor english,
Try this...(attachment) New Kings: Stefan Batory, Wladyslaw Jagiello, Kazimierz 
Wielki.More historical names: Jan Sobieski -> Jan III Sobieski). Added one 
city. Temporary disabled polish native letters (when building city that 
contains "ó" there`s blank city name sugestion - instead of "Kraków" is "". 
Somebody must fix compatibility problems (i`m not a coder), then we can 
reenable "ó" and add ³, ¶, æ, ¿, ¼, ñ, ê and ±. Ai handles "ó" normally.

Freeciv is broken because it assumes that all the world uses ISO
8859-1. You will never be able to fix these problems in all cases
unless you make Freeciv smarter, so that it no longer makes that
assumption.
