I haven't had time to read all the links I posted earlier, so forgive me
if this is redundant.

I wonder if you could fix ICS by counting all workers within a city's
radius as if part of that city for the purposes of calculating
unhappiness, water supply, etc., even if they actually belonged to
another city.  That would make them count against you twice (or more)
for all these things if your cities overlapped too much.  Essentially, a
packed zone of cities would have the disadvantages of a megacity.
