The question still not answered:
How to make it simple for our translators...

 * create multiple files (freeciv.dk.help, freeciv.de.help...)
 * use a single file and set language attributes:

   <help lang="de">
     <unit id="Battleship" name="Schlachtschiff">
       ...

GtkXmHTML is a wrapper for a Xt widget, GtkHTML is a KDE widget
ported to GTK by the GNOME team...
