Good; after the old tech-transfer code got nixed, the AI got much easier
to beat if I have no allies.
There are two patches here:
(1) ai_gives_away_tech
(2) suggest_tech_exchange
ai_gives_away_tech is calculating the sale price, right? How about
calling it compute_tech_sale_price?
I don't understand why ai_gives_away_tech changed the logic. I trust
the old logic better, since it cares about dangerous players. Your
patch would be a good cleanup, if the code were equivalent; we can fix
the logic after if we don't like it.
suggest_tech_exchange is good; I look forward to the AI presenting
reasonable tech trades to me.
