This is strange...  But I guess this is because ai_gothere cannot find
ferries that are off-shore.  But if a settler is standing on the beach and
waving, the ferry should find him!  I will try to see what is happening.

In the mean time, can you tell me which part of the code makes sure some
ferries are built?
