Local conditions can sometimes warrant an extra effort over the global
solution. A bi-polar empire with two main centers and a lot of villages,
may find a courthouse in the second center a more cost effective short
term solution.

If despotic waste is quadratic, and Republic/Monarchy is linear in 
distance, there may be regions where one is preferred over the over.
