The old license let you do that already it only required a payment to
distribute it (if you were selling you app that required it)


Under the GPL you can use it for any purpose and not pay (as I
understand making calls into a gpl function doesn't make your app
require to be GPL)
You will have to give the source to mysql if you ship it but not your
app. 

If you use code from MySQL itself though your app must be GPL, and you
must distrubute the source with it (note you can still sell your app,
and use it for commercial purposes you just must distribute the code
under the GPL)
