Use the latest version of liveice and in liveice.cfg use
ENCODER_STREAM_SET

#stream 1
ENCODER_STREAM_SET 0
BITRATE 24000
SAMPLE_RATE 22050 
MONO
MOUNTPOINT low_q

ENCODER_STREAM_SET 1
BITRATE 128000
SAMPLE_RATE 44100 
STEREO
MOUNTPOINT high_q
