It's a several-step process, which involves editing config files and
oftentimes the Makefile of the particular program.
http://www.debian.org/doc/maint-guide/ is a great step-by-step guide to
creating a Debian package. It has some info you probably won't need unless
you're planning to become a Debian developer... but nonetheless, it's a
great step-by-step that should cover most of the info you'll probably need
unless you're building a somewhat unusual package.
