I used to use WorldVu Atlantis from Tycho.  I don't know if they even
make it anymore.  Other than that, Linux comes ready-to-run in that
sort of thing.  Probably all you need is a menuing package.  Use the
standard Linux security model, its built-in support for serial
terminals, etc.  mgetty may be useful but is not required.  Give 'em
pine for e-mail, etc.
