If you are aware of a PCI modem that has a hardware based controller, I'd
like to know about it.

There is no reason PCI should not be capable of such modern "features" as
hardware controllers... but I have yet to come across one.  I would really
like to know of the brand name/model of such a modem if you have such
information.
