These may be "burst speeds" not sustained speeds. Another factor is the
design/layout of the PCI bus (Bridge or Peer). Everthing down stream of
the first bridge is choked down to no more than 40 mbits/s. Peer allows
more of the PCI devices to run at max. speed.
